Vladimir Pavlovich Tikhomirov standing at the beginnings of distance learning and e-learning in Russia, at this moment he actively takes up the problems of Smart Education, participates in creation of legislative base about application of distance learning technologies in the higher education.
Professional activity:
- Chairman of Advisory council on electronic learning and information technology in education at Committee of education and science of the State Duma of the Russian Federation;
- Chairman of the constant commission on distance learning of Council of cooperation in the sphere of education of the states-participants of CIS;
- Cochairman of Council of distance learning of Council of rectors of Moscow and Moscow Region;
- Vice-president of the International academy of Sciences of the higher school (MAN HS);
- Member of the Russian Union of Rectors;
- Member of the Association of the Russian high schools
- Member of the Russian social council of a development of education (ROSRO);
- President of the International consortium "Electronic university".
